NOTICE OF RELEASE OF RFP FOR SUB-CONTRACTED INTERMEDIARY PROGRAM SERVICES FOR BIOTECHNICAL/BIOMEDICAL

On December 16, 2011 Community Career Development, INC. (CCD) a non-profit operating agency is releasing an RFP to solicit sub-contractors in order to establish a group of stakeholders to accomplish some of the work outlined in the RFP by bringing together those who can assist in the scope of work including provisions of related services. The RFP may be picked up from the receptionist at CCD, 3550 Wilshire Blvd., L.A., Suite 500 between the hours of 9:00 am and 5:00 pm or downloaded from http://www.communitycareer.org/ResourcesRFP/RFPRegistration.aspx. The deadline for receipt of proposals is 4:00 pm, Friday, January, 6, 2012.

Community Career Development, INC. (CCD) is submitting a proposal to the City of Los Angeles Community Development Department to apply for the Sector Workforce Intermediaries Program. Copies of that RFP are available at http://www.ci.la.ca.us/cdd/home_bidsrfp.html.

The primary responsibility of the Sector Workforce Intermediary (SWI) shall be to assist the City’s Workforce Development System with the placement of City residents into living wage jobs with a career path. To accomplish this, the SWI will be expected to provide the following services on a high functioning level of performance:

• Analyze employer and worker issues in one of the WIB’s targeted industry sectors, and facilitate the development and implementation of industry-based workforce solutions.

• Coordinate employer and other stakeholder resources to address industry sector human resource and competitiveness needs.

• Encourage investments in potential and current/incumbent workers to create enhanced employment opportunities within an industry sector.

• Establish and maintain relationships with other stakeholders in an industry sector such as organized labor, educational institutions, government agencies and community-based organizations.

• Identify the appropriate training and training providers that will result in the placement of City residents into living wage jobs with a career path.

• Establish and maintain relationships with multiple employers within the sector and secure commitments to hire City residents that complete the agreed upon training.

• Monitor the industry sector’s changing needs and modify the training and placement strategies accordingly. Funding is from the Workforce Investment Act. The City of Los Angeles Workforce Investment Board (WIB) provides policy and oversight while the City’s Community Development Department is responsible for regular monitoring and compliance.
