Q: Can you please clarify the difference between Out of School Youth and Dropouts? Does Out of School include youth who have graduated from high school received a GED but are not currently employed or enrolled in post-secondary education? Is Dropout a subset of Out of School or totally separate?

A:
An out of school youth is an individual who is an eligible youth who a) is a high school dropout; b) has either graduated from high school or holds a GED, but is basic skills deficient, unemployed, underemployed; or c) has left school without passing the CAHSEE. “Dropout” is defined by LAUSD.



Q: Can you please give us some insight of what the budget may be for a training partner in this Youth Source grant so we can put deliverables into the proposal?
We were thinking of:
 
- Financial Literacy workshops
  - Computer workshops
  - Tutoring
  - Contextualized basic skills
  - Workforce Readiness training
  - Leadership training
  - Job Fairs

I would not know how many of these services or what you are looking for. So any help would be appreciated and we will submit it.

This is a competitive bid process so the bidder should give us their best price.  As for the services, we are looking for all of those listed in the RFP, including those on your list



Q: Do you have any idea of location?

A: All of the services should be provided within the Central Region.  We anticipate that many of the services will be provided at theCommunity Career Development Wilshire-Metro WorkSource Center.



Q: Our organization is currently working on the RFP for Subcontracted Youth Services that is due this Friday, and we wanted to seek your advice. XXX has extensive experience working with youth and providing a number of the solicited services, but we know that in preparing proposals oftentimes less is more. Are there any specific solicited services that are in the greatest need, or have the highest demand? Also, on top of our direct services with youth, our organization was also funded by HHS to form a multi-year collaborative to provide capacity-building to multi-ethnic youth agencies in Los Angeles. As we provided capacity-building to the nonprofit agencies who work with youth, and not the youth directly, is there a way to incorporate this experience into this proposal? If so, how would you recommend we go about it? As the deadline draws near, we understand that you are extremely busy, and we greatly appreciate any advice or insight you can provide us.

A: WIA requires that all 10 services be made available to youth who are assessed as needing them.  We also do not know what services other agencies will propose. Therefore it is difficult to say which services will be most needed.  We suggest you use your own experience to determine what you think is most needed.  You may propose to provide as many of the services as you feel you are capable of providing. Capacity building is not one of the services being sought under this RFP.



Q: Regarding the RFP for subcontracted youth services, may we have an idea of the target number to be served? In order to allocate staff and create an accurate budget, it is necessary for us to be aware of how many youth will be served (psychosocial assessment and substance abuse counseling).

A: We anticipate serving approximately 130-150 youth per year.  We cannot at this time estimate how many of them will require any specific element such as substance abuse counseling.  This is the reason we asked the bidders to provide a cost per person or cost per class in the bid along with a minimum and maximum number of participants who can be served at this price..
